verbs usage in sentence

1 environment impacts would be caused by harbour reclamation.

environment impacts have to be caused by harbour reclamation.

2 Engineering and environmental problems must be caused by modifying the infiltration capacity

Engineering and environmental problems have to be caused by modifying the infiltration capacity



Can anyone help me whether the above verbs usage is correct? Thanks
