I am an Intermediate English learner. I think it should be like this:
It has a good library where books are available to all the member

That's fine. You can omit 'the'.

I am often confused about articles.
Sir I think the prepositional phrase "of the community campus' is specifying "members". Shouldn't it be compulsory to use 'the' before 'members'?

In this context, just saying 'members' makes it sound like a general statement..
