verbs to be OR be verbs

1. Be verbs can be followed by these 3 kinds of words: nouns, adjectives, and prepositions.

2. Verbs to be can be followed by these 3 kinds of words: nouns, adjectives, and prepositions.

A Taiwanese teacher of English said that sentence #1 is incorrect because native speakers do not use the expression "be verb."

He insisted the idiomatic expression is "verb to be." Can any native speaker make some comments?
