A transitive verb can have an object and maybe that's what they mean by "describe an event."

Ex. John hit the ball.

You could say verbs such as "rain" describes a certain weather event (unless you construe it as an act of ***).

What they mean is verbs like die and win. The verb itself can't describe anything, but the whole sentence in which it occurs can be regarded as a description of an event.

My father died. Ryan won the race. The plane landed. The bomb exploded. The dam broke.
