Verbs

Are all these sentences correct (or which of them is/are correct):

a) "The institution does not form fitness instructors."

b) "The institution does not graduate fitness instructors."

c) "The institution does not train fitness instructors."

Note: By this, I mean that you can not become a fitness instructor through this institution.
