It is a verb, but after "cause" you need the noun form ('confusion').

We don't say, "His remarks caused laughing"; we say "His remarks caused laughter".

I believe that in my first reply I crossed out "confusing" and wrote in red "confusion".

When I do that, it means it's incorrect.
