Can there be a scentence with a verb ending in -ing with no other verb in the scentence?

"I running" is not a sentence. "I am running" is a sentence.

You can having the "ing" form of a verb working as a noun (gerund) or adjective (participle). But you will still need a verb in order to have a real sentence.
