Now the desert (sweep) sweeps (present because its an action that still hapens) around the town and (surround) surrounds/surrouding (present?) it entirely. Occasionally it is possible to glimpse beneath the dust the baked clay surface of what was once a fertile loam, but that is rare. Huge dunes of sand (creep) is creeping (Present Pcontinuos) onwards, thousands of tons at the rate of 20 miles a year.

I think it is surrounds - I understand that it is a present action....it surrounds it(town) entirely.
