Really? I fond this phrase in a book named 'word power mad easy' which impart you how to build your vocabulary. How will you apprehend this phase with such kind of collocation?

I'll go with 'prolix'. While it's less common than 'vocal person', I have encountered 'verbal person'.

'well spoken' if a person has natural speaking talent,
but 'chatterbox' if the person is a incessant babbler.
I have never seen the word 'prolix' used in 50 years.
