Dear teachers, why only sentence #1 is correct, as it says my teaching program? Why the verbal adjective ordered should be in postposition only? Could you help me out here, please?
1. The goods ordered have not arrived.
2. The ordered goods have not arrived.

Note--
If they are descriptive, past participles can be used like adjectives and put in the pre-position. If they are more related to an action, they are used like reduced relative clauses in the post-position.
If
1. The goods ordered have not arrived.
2. The ordered goods have not arrived.
Google's nGram viewer shows that 1. is more likely, though 2. is gaining ground.
