Verb with "ing" becomes a noun?

Hi,

I have this problem with English Grammar:
When a verb is used with "ing" form, does it become a noun? (always or sometimes)
If we take an example "obtaining", can I use this word in a sentence as below:
"Obtaining of a certificate" (instead of obtaining a certificate) ?
"Lowering of a price"
"Killing of a deer"
are the above sentences correct? or wrong?

Hi there.. Actually, it may become a verb and a noun, depends on the sentence.. ( lowering becomes the noun, and the "The lowering of the price" is what we call the noun phrase) Killing a deer is cruel.

Actually, it may become a verb and a noun, depends on the sentence..

Verbs :

I am killing the deer (killing here becomes the verb.)
The store is lowering the prices (lowering as the verb)

Nouns :
The lowering of the price is useless.( lowering becomes the noun, and the "The lowering of the price" is what we call the noun phrase)

I ask about the present continuous is it an action which is repeated but in present tense .
