Verb use in this sentence

Paciello hasn't discovered God behind bars like so many prisoners before him, says a source inside the jail.

I don't know if 'says' in the sentence is correct. Or is it just a mistake?

Then, doesn't this usage usually come with quatation marks? e.g,. "Juliet, I love you", says Romeo.
