Verb usage

Which sentence is correct?

Pennsylvania State Police "is" looking for an escaped prisoner.

or

Pennsulvania State Police "are" looking for an escaped prisoner.

The whole unit of State Police is looking, so I thought the correct form of the

verb should be singular. Am I right?

Police is usually considered plural, as far as I know. I don't know if there are any exceptions though.

I guess even though the word police is part of the title, the verb is plural. For instance, I would say: The Ohio State Patrol is looking.....

but I need to say, Pennsylvania State Police are looking.....

the difference is the word "police" as opposed to "patrol"....right?
