" - ... it is required that each user have a login" is in the subjunctive mood. This conveys a mood of importance.
"- ... it is required that each user has a login" is in the indicative mood, which is of course how we speak normally in most circumstances. It just tells you the facts and doesn't attach any extra importance to them.
