Verb tense

I am writing a research paper and I am not sure which verb tense should I use in the following sentence:

Financial system has been developing within the framework of Islamic law.

Instead present perfect continuous I would maybe use present simple form.

Which verb tense is more appropriate?

Thank you in advance.
