Verb tense

Hi,

Since the beginning of time man has not been satisfied with what he (creates,has created,has been creating).

Which choice is the best and why?
I think I'm more inclined to use the perfect aspect here, not he simple present.Why... ? I can't think of reasons.

Why... I can't think of reasons. I don't see any important difference between present perfect and simple present here.
