Verb Tense

I'm helping someone with their writing. I can't tell what verbs to use since the sentence is so convoluted. Should either of the "were's" be "was"?

"What were available were always shoddy goods the Soviets could barely afford."

Shoddy goods were always available. The Soviets could barely afford them.

Note that the underlined words are plural. The verb is plural, so "were" is correct.
