verb tense

I have a difficult situation here. Please help me with verb tenses:

When I called them, I had already known that when they hear of bird flu, they almost panic and the only procedure they follow is to destroy all the potential carriers.

Thanks Minster. So you simply suggest that use simple past for all the verbs. I am wondering if it is the only option or not. I mean if it was something like this:
When I called them, I already knew their cruelty.
Then it would be better to use past perfect:
When I called them, I had already known their cruelty.
but when more verbs follows I lost every thing about whether it is pas
