Verb subject agreemetn

Hi,

InEncarta Dictionary the 'atmosphere is the mixture of gases that surrounds an astronomiscal... .'

My question is that in a previous thread I gave the sentence:'He is one of the students who are/is organising a charity walk' and I asked what the correct choice would be,and the answer came it had to be 'are' because it agrees with 'students'.How come this is not the case with '...gases that surrounds... ?

Because this time the noun referent is ' mixture '. 'One of the' and 'the mixture of' are not equivalent structures.
