Verb seem in simple present or past

(Past Simple Eg) People did not seem to socialise a great deal as this accounted for only 35 minutes in a typical day.

Shouldn't it be 'seemed'

(Present Simple Eg) People did not seem to socialise a great deal as this accounts for only 35 minutes in a typical day.

Could you please tell me is above the form of Present Simple correct or not.

If you begin by using Simple past, ie People did not seem to socialize , it sounds like you are talking about the past, so continue to talk about the past by saying this accounted for.
