Verb required: I wanted to make five cups...

Hi

Sometimes when we make tea (especially on a stove) our measurement is not OK – I mean, we put water for five cups/or intend to prepare five cups, but in the end the tea is sufficient only for three people.

Which verb or phrase would be suitable here?

I intended to prepare five cups, but only three _____________

Or

I put water for five cups but ___________________?
