1) Are there any definitive grammar rules guiding the usage of "out,in,up,down" after a verb? Or do I need to memorize each phrase separately?

2) Whats the subtle difference in feeling one might get between "Open it" and "Open it up"?

3) Can I conjugate "out,in,up,down" with barely used verbs such as infiltrate? "infiltrate up the enemy?
