Verb-Noun Agreement Quick Question

Hello all,

I am writing an essay on modern Iranian history and have a question concerning this sentence construction:

"The highest concentration of Arabs in Iran lives in Khuzestan" Am I correct in connecting the verb to the first noun? Or is it appropriate to write "the highest concentration of Arabs in Iran live in Khuzestan," thereby linking the verb to the second noun?

The second one sounds intuitively better, but I have a feeling that it's wrong. Thanks for replying!
