VERB MISSING

The effect of commitment
The commitment had a positive effect on self reported speed limits in all four interviews (see Figure 4): significantly more drivers who committed declared observing speed limits during the time period before each interview whereas there were significantly less than in the other three groups. "who committed declared observing speed limits" is any verb missing in this part, please advise.
