Verb ('led' or 'lead'?)

The introduction of dengue type 2 in 1990 lead to outbreaks of DHF. Here the verb should be lead, led, or leads. Please advise and give reasons.

These hyperendemic regions, where multiple strains of dengue virus are circulating, have lead to the emergence and spread of DHF. Again I have a problem, in this sentence is it "led".

In the sentence, "lead" is a typo. It must be "led."
In perfect tenses(i.e. have + p.p.), past perfect(p.p.) is used at all times.
