The table is dirty, Max.

1. I'm not going to clean that up.
2. I'm not cleaning that up

I don't see much difference between the two. The immediatecy of the second one sounds ruder to me. Is it generally the case?

I don't think that the second is ruder; they are both forceful refusals. But others may differ in their feeling on this. To me, #1 expresses a decision now not ot clean it up, while #2 suggests a previous decision not to do so (as for instance, a long-standing decision not to perform such menial tasks).
