Verb before subject...

Hallo!
Can you tell me why in the following sentence the subject and the verb are inverted?
"rarely, if ever, can a central bank have printed so much money"

When else can this happen in English?

the whole verb phrase is not b4 the subject, is it "can have printed" is the whole verb phrase and it has been split in this case to add a bit of drama and emphasis to the point
