I am confused by the English grammar used on an article from Bloomberg. Is the sentence below correct?

No. It's not a sentence. It is a headline. Headlines are usually sentence fragments. Headlines leave out words which the reader "fills in" in their mind. It saves space and allows large typeface to be used.
