Hi,

I read many definitions of 'law' as ' a set of rules that govern, deal with, etc. ... .' where they seem to take 'rules' as the antecedent of 'that' and not 'set'.Is this incorrect?
I am confused as sometimes the antecedent seems to be the first word and other times the second in a prepositional 'of' phrase.Does it have to do with using a relative clause? Could you elaborat

Right. I only showed the cases where the verb is in the main clause.
Those other cases, where you have a subordinate clause, the agreement can be made with either of the preceding nouns, depending on what you want to emphasize. The relative clause can modify either of the nouns. You just have to say
