which sentence is true and what is different between them???

They are probably all true . Only the one who wrote the sentences knows that. Moreover, at least technically, they are all correct as well.

I would choose the first sentence, but especially when a sentence is long, both as and to be are sometimes used with consider. Using as is rather controversial, though. There are grammarians who think it's wrong.
