Can setence A be replaced by sentence B ?

A: ABC strongly believes that cooperate management should have a responsibility to local community.

B: ABC strongly believes that cooperate management have a responsibility to local community.

The point of my question, however, was; Can we omit 'SHOULD' in the following sentence:

"ABC strongly believes that cooperate management HAVE rensponsibility for the local community."

like in the sentence of " The doctor recommended that she STAY home."

As stated above, the main verb determines whether should is required. You will need should in this example because the governing verb is believe. You could have dropped should if the main verb had been insists, suggests, prefers, or recommends, however.
