When can I use it?
Can't I just plainly claim 'I'm a truthful person' or 'I'm a veracious person'!?

It's one of those 'ten-dollar' words than pretty much nobody uses in real life. In fact, I'm sure a lot of native speakers would have to find a dictionary to look it up if you used it. Especially as it sounds virtually identical to voracious - I think people would just think you ate a lot if you said that to them, lol.

Why should the fact that they are rarely used prevent you from studying them? They have their place, even if it is limited or restricted. Often it is the unusual words that cause problems and it is a good idea to make sure you know when to use them.
