So it doesn't mean that the plastic actually has ventilation holes cut into it?

Well, you could. You could stretch the plastic wrap tightly, and then use a sharp knife to put slits into it. The key is to keep the steam from building up. It's just a little easier (and doesn't involve a knife) to pull back a corner.

I see. At first I assumed "vented plastic wrap" was a product that you bought pre-made, with ventilation holes already cut.

I was just thinking about that, Del. Someone will be willing to pay 3x as much for "pre-vented" plastic wrap so they don't have to peel back a corner.
