Veggie Special

Hi

The name of the meal:

Juicy Stir-Fried Monkfish 'n' Veggie Special

--- Do you think the word Special refers to the whole dish or just to Veggie? And does Veggie mean Vegetarian or Vegetable?

Of course there are different vegetables in this dish like: carrot, pepper, onions, mangetout.

It's potentially ambiguous, but to me the use of 'n' suggests that "Monkfish 'n' Veggie" is intended as one phrase, in which case "Special" must refer to the whole dish and, I guess, "Veggie" must mean "Vegetable(s)".
