Vary vs differ vs change

Which would you say?

The law varies/differs/changes from one state to another.

I'd either say varies or differs. Changes is also correct, but I don't know whether it would be used in this situation. "Varies" somehow sounds formal to me, i'm sure not everybody would use it.
