Should the preposition that follows variation be 'on'? Legal systems are the systems of civil law, common law and religious law. Each country often develops variations on each system and incorporates many other features into the system.

In this case I would use "variations of." (Also, I think I would close with "that system" rather than "the system"--to better refer back to the particular system which is getting varied.)
