Vaguely archaic and didn’t like wasting words

I don't know what is "vaguely archaic" in this context when it refers to a person ?

Can I understand "Didn't like wasting words" as- "He didn't like to talk much" (I liked this meaning) ?

Thanks a lot ...

"Awkward and halting, vaguely archaic, Reid didn’t like wasting words or time"
