Usng non-restrictive clauses within non-restrictive clauses?

Is it acceptable to put a non-restrictive phrase within another one or to use a sequence of them? Or is it recommended to just recast the sentence?

Using a sequence of them:
"Many construction workers are at risk of inhaling silica dust, which can lead to silicosis, a type of respiratory disease."

"Intestacy, where the deceased did not make a Will and therefore has no say in what happens to their estate, leaving it instead to be shared out in accordance with certain rules, is a situation many would rather avoid."

One within another:
"He ran into Mrs. Potts, the nice old lady who used to take his dog, a Jack Russell named Skipper, for daytime walks while he was at work, and stopped to say hello."

Would simply making the the last phrase, where the main clause resumes after the non-restrictive phrase, its own sentence help?

If they are dead, they have no say. What is your point?

I think the clause is still too far split, JJ. Try for effective communication, not stretching the limits of composition.
