using would or not?

*Why do we use would in this sentence?!It is clear that this sentence is talking about past tense,so is it possible to say,made problems for the cheaper barbers instead ???

when he was younger,his cowlick would cause problems for the cheaper barbers he went to because they only knew how to creat one or two haircuts.
