Using what

What worries me is/are his actions

For the sentence above, is it just the case of reversing it to check whether is or are should be used? For instance, 'His actions are what worries me'

What concerns me is their behaviour...(Their behaviour is what concerns me)

What worry me are Bob and Will...(Bob and Will are what worry me)... Not sure about this one!

First two are correct but we wouldn't word the third one that way simply. Bob and Bill worry me. I am worried about Bob and Bill. Can't fit everything into a pattern.
