Using "were" and "been" in a sentence.

Are the following sentences grammatically correct. If no, then why?

1. His cheques were been dishonoured by the bankers.

2. He was informed that there was some error in the cheque book issued to him and hence the cheques were not been honoured.

Are the following sentences grammatically correct. If no, then why?

Both are wrong.
