Using wave dash between two dates

When I write the event period, can I use either wave dash or dash between two dates like below in English?

Jan. 2 ~ Feb. 4, 2017

Jan. 2 - Feb. 4, 2017

2. I try to use the international(global) date format, which I can use in any language.

2017-01-02 - 2017-02-04

2017-01-02 11:00 - 2017-02-04 20:00
