using V-ing in a noun clause ?

I read this line on BBC news : Bush holding the news conference

Why one don't use holds or is holding and how hold can be placed there ? I don't see any verb here. Is it correct ? I don't know how to use holding here. According to that, can I say in another way : The news conference held by Bush.

Could you please explain more detail ?

"Headlines" often use abbreviated forms - I'm surprised that one even had the word "the."
