What is correct to use 'to' (see examples below)?
Our main goal:
- Develop latest …
- Enhance the quality …
- Promote the …

Sometimes I see the same (for example):
Our main goal:
-To develop latest …
-To enhance the quality …
-To promote the …

or even:
-Developing...
-Enhancing...
-Promoting ...
