Using the definite article for verbs

Hello,


I've never ever heard of using the definite article for verbs, nor read I. For me it looks like something impossible.

What's your opinion about this please?


And please consider this sentence, from this webpage:

x and y to define the top-left position, width and height for the expand of the element and also the z stacking order to lift elements up or down from their natural ordering.
