Using 'That' in a sentence

Would this sentence make grammatical sense if I were to remove those two capitalized 'THATs'?

I can't guarantee THAT I will be in Sheffield until this date, however, because my I may decide THAT I want to return home sooner as I have completed my course.

I can't guarantee I will be in Sheffield until this date, however, because I may decide I want to return home sooner, as I have completed my course.
