Using start/stop with stative verbs

Which of these sentences is correct and why? Are there any rules?

1) I'll never stop loving you.
2) I'll never stop to love you.

You can add -ing to stative verbs. It's done all the time.

The rule you're thinking about says you can't use the stative verbs in the continuous tenses, where they require -ing after a form of be.
