Using "should have" to confirm the truth

If I want to confirm the truth, can I use "should have" as follows?
Situation
A1: The schedule haven't been announced, have they?
A2: Oh, it should not have been announced. It is not the time yet.


Normally, I will find it used in the situation that should have occurred but not.
