Using present perfect with future perfect

In the movie kung fu panda a character says: If the panda
has not quit by morning, then I will have failed you. I've never seen a sentence in such structure i.e using a present perfect with a future perfect, my question is can we use the present perfect with the future perfect and is the first clause conditional? Does this sentence mean 'if the panda don't quit by morning, then I will fail you?
