Using present perfect after mentioning the time

Example:

"A man broke his arm yesterday while driving his bike, and it was very painful to him. He <has> made a big mistake and now has to pay the price for it."

I would like to ask one more thing. If we are talking or writing about some event that happened on a particular time (the time was mentioned at the beginning), so it means that we can't use present perfect anymore if we are still talking or writing about the same event or something is still related to that event?
